Final Notice and Public Explanation of a Proposed Activity in a 100-Year Floodplain This is to give notice that the City of Osburn has conducted an evaluation as required by Executive Order 11988 Floodplain, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management, to determine the potential affect that its activity in the floodplain will have on the human environment. The Shoshone County Fire District #1 Emergency Services Facility Phase 2 project is funded in part by an Idaho Community Development Block Grant. The project scope of work includes the construction and installation of interior and exterior items that will complete the facility and will encompass 2.51 acres of the floodplain. The proposed project is located in the City of Osburn. The City of Osburn has considered the following alternatives and mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial values: (a) Adopt no alternatives and do not construct Phase 2 of the facility: This alternative is not feasible, as Phase 1 of the SCFD#1 Emergency Services Facility has already been constructed on the District owned property within the floodplain. (b) Relocate the new Emergency Services Facility outside of the 100-year floodplain. This alternative is not financially or realistically feasible due to Phase 1 of construction already occurring within the floodplain. (c) Continue with the current project plans, and construct Phase 2 of the Shoshone County Fire District #1 Emergency Services Facility at the current location within the 100-year floodplain. The City of Osburn participates in the National Flood Insurance Program (NFIP), which makes it possible for Osburn citizens to qualify for FEMA flood insurance. The Idaho Department of Water Resources (IDWR) floodplain manager coordinates the National Flood Insurance Program and reviews city ordinances created to deal with floodplain problems and assists communities in adopting floodplain ordinances and qualifying them for the NFIP. The City of Osburn also follows Shoshone County's Hazard Mitigation Plan in the event of a flood and has a floodplain ordinance. Ordinance No. 266 is in place to mitigate the hazards to public health, safety, and general welfare, reduce the annual cost of flood insurance, and minimize public and private loss due to flood conditions in specific areas within the City limits in case of a flood event. Violations of the provisions of the ordinance by failure to comply with any of its requirements constitute as a misdemeanor. During construction the contractor will be required to comply with DEQ best management practices for storm water drainage. The project will maintain the natural and beneficial values inherent in the floodplain. The City of Osburn has reevaluated the alternatives to building in the floodplain and has determined that it has no practicable alternative. Environmental files that document compliance with steps 3 through 6 of Executive Order 11988, are available for public inspection, review and copying upon request at the times and location delineated in the last paragraph of this notice for receipt of comments. This activity must be located in the floodplain because no practical alternative is applicable.
