KPD Roll Call 5/16-5/23

| May 23, 2017 6:42 PM

- Mobile patrols of Kellogg and Wardner.

- Called to Wardner for a traffic complaint. It was reported that a green mustang and a grey s10 blazer was racing up Wardner. Caller stated that she thought it might be Wardner’s Dennis the Menace. Boot made contact with said Menace and Menace admitted to passing the green mustang while going up Wardner. Boot was able to write his first citation. Cleared, citation issued. No, the caller was not Mr. Wilson this time.

- Called to Panhandle linens for a verbal altercation, contacted the reporting party, “Tammy” was the person yelling, she had left before we arrived, unable to locate to trespass. No last name on Tammy.

- Citizen contact on the 100 block E. Cameron Avenue. Cleared, public assist.

- Called to SMC parking lot for suspicious vehicle. Occupant got in an argument with wife and wanted a safe place to sleep in his vehicle for cooling down. Cleared, nothing to report.

- ONe and a half vin inspections, halfway through the second vin inspection called to main street for a group of adults standing around. RP thought they heard a gunshot, the groups of adults were actually kids and it seemed as though there was a running race of some sort. Cleared unfounded.

- Called to main street for subjects littering and loitering, the infamous campers from last summer are back. Said campers were told to not litter and that they should not loiter in front of businesses. Female camper stated that she was charging her phone and when it was charged she would move along (we did not know at the time she meant move across the street). She also threw her boyfriend under the bus for littering.

- Later that afternoon we were called back to nearly the same location for the same couple sitting outside of the NIC building yelling and scaring the students that went into the building, she said she was waiting for a ride that would be there within half an hour. It was suggested that they wait at the bus stop and not in front of NIC.

- Tagged a trailer that’s been broken down for quite some time. Also, tagged a red Ford Aspire that had been expired from 12-2016.

- Called to 100 block of Riverside for fight in progress- turns out there really was a fight...with herself. She was not in danger to herself or others so I told her she needs to stop yelling at herself as it was past noise ordinance. They both agreed and I cleared public assist.

- Called to the Fairbridge Inn for a person sleeping in their car in the parking lot. It’s against policy to allow such things to occur so when the night manager asked the person to leave they refused. Once I arrived she decided to move to Silver Mt’s parking lot. Cleared public assist.

- Called to a transient going through the trash at McDonalds.

- Gold Rush Rally came through Kellogg. Two managed to exit this fair city and raised a little ruckus, got back onto I-90 before dispatch could get it out. Sat at 49 and watched the rest go through, by the looks of them I figured we did not have anything that could catch them so I’m glad none of the others got off in Kellogg.

- Civil stand-by request. After speaking with person, no standby was needed as information was given to person to find out how long property needed to be kept prior to disposing of items that someone is refusing to pick up. Civil.

- Welfare check I90 49 underpass. Homeless person living there, advised it should be safer under a different bridge (not next to vehicles doing 80+. He agreed and will be moving down towards the river.

- Welfare check elderly female subject walking down the “hill” next to 49. No further description. Both calls came in around the same time, wondering if male was mistaken for female. Unable to locate elderly female in that area walking towards Interstate.

- Vin Inspection x 3 throughout the day.

- Landline request reference possible Stalking. After several calls, back and forth (with us in between) one party was told not contact the other. Does not appear Stalking is taking place at this time and most of the issues discussed were civil.

- Trespassing on the 200 block of W. Portland at the abandoned house (right on the curve). Advised subjects staying there that they do not have permission and are trespassing (Yes, it was the infamous campers). They were in the process of getting their belongings, last I saw them. Also spoke with owner and he has not given permission for anyone to be staying there. Will be either coming up or finding someone to board up the residence (not suitable for living anyway).

- Unwanted subject on Kellogg Avenue. Subject was gone on arrival, but showed up while I was gathering information. It was not an unwanted subject as much as it was child custody issues, questions.

- Motor vehicle crash on Cameron in front of Les Schwaab involving County vehicle. Osburn came and took report as it came out the same time as the above call.

- Juvenile runaway- report taken. Before subject could be entered into NCIC, he was located and returned to parent (found in Wallace). Report will be completed and sent to Prosecutor.

- Landline request regarding harassing phone calls. Unfounded (subject was reporting for someone else, advised to have the other person and business call if they are being bothered/harassed/annoyed as the person cannot call on their behalf).

- Dogs at large on Elder - UTL, spoke with RP. 200 block of Elder there is a black lab and pit/mix that run around the neighborhood every night. Extra patrols requested. Dogs have been seen before, but it is unknown whom they belong to so there is nothing to follow-up on at this time.

- Report of people at the Head Start on Mission. Contacted three juveniles that were in the playground area. They did not appear to be causing any problems and reporting party did not want contact. Dispatch attempted to contact responsible to see if they could be there and they were unsuccessful with contact. Janitors were on-scene and said juveniles were not causing problems and did not have any issue with them being there (as they knew at least one of the kids). They were allowed to play until further notification from Head Start. Two people were attempted for contact and neither had voice mails that were setup so message could not be left.

- Dog found at large on Maple. Dog was taken to puppy jail.

- Boot is now driving because K73 has to work on his right arm tan.

- Report of dog captured whilst running at large on 800 block of S. Division. Upon arrival, dog was home where it should be. Reporting party did not wish to sign a citation at this time. Owner of dog was contacted and copy of City Ordinance was given along with verbal warning.

- Report of Hit and Run at Gondolier. Contacted one of the parties and gathered information. While speaking with subject, was told the other party was there as well (not a hit and run). When I went around the corner, vehicle was gone. Later found out they had already exchanged information and a majority of the damage (that could have been reportable) was on the vehicle that left. Contacted the subject over the phone and told him to come back and he did not. While talking with him, he said he left because he exchanged information and thought it was okay. I advised him he left his jack there and he should pick it up.... guessing he did not. In the information that was exchanged, the driver that left is valid and does not have any warrants. The other party has this information already.

•Theft reported on Gold Ave. Contacted RP - landlord. Gave statement for dryer that was taken from the residence. Advised report would be started once the statement was received (offered to stay while he filled out the statement and he did not want to fill it out). Report pending.

- Traffic stop for studded tires 200 block of McKinley. Vehicle registration expired and driver suspended. Suspension is for Insurance violation. Driver has current insurance and is unable to contact ITD due to time of day and time zone of ITD offices. Vehicle was left for licensed driver to pickup vehicle. No citation issued at this time. Also advised about vehicle registration (will need to be taken care of next week as DMV was closed).

- Assist county with in-custody that is combative on W. Mullan. Subject was cooperative and in custody upon my arrival. Transported without further issues to county.

- Walk in request for welfare check on elderly man with dementia, was confused and didn’t know where his house was. He told the RP he was waiting for his daughter but he has been there for hours. K74 made contact with the daughter and she said this has happened before but she usually is able to locate him pretty quick. I located him at Eddie Joe’s and brought him to his residence on Howard and notified his daughter.

- Walk in report of harassment via Facebook. Cleared unfounded.

- County assist for mental issue in Silverton, RP stated somebody broke into the house and broke his neck. Upon arrival RP was looked at by medical and asked that we cleared his house as he thought someone was still in there. After clearing the house, I cleared other agency assist.

- Traffic stop Gondolier parking lot- verbal for headlight.

•Traffic stop Hill/Bunker- verbal for speed.
