ADVERTISEMENT FOR BIDS 2017 WALLACE & MULLAN WATERLINE REPLACEMENTS PROJECT FOR EAST SHOSHONE COUNTY WATER DISTRICT SHOSHONE COUNTY, IDAHO Separate sealed Bids for the 2017 WALLACE & MULLAN WATERLINE REPLACEMENTS PROJECT will be received by the EAST SHOSHONE COUNTY WATER DISTRICT located at 606 CEDAR STREET, WALLACE, ID 83873, until 2:00 p.m. (Local Time), on June 13, 2017, and then at said office publicly opened and read aloud. Base Bid: The project consists of installation of approximately 2,950 linear feet of waterline in Mullan and Wallace, including reconnection of services. Final Notice and Public Explanation of a Proposed Activity in a 100-Year Floodplain This is to give notice that Shoshone County has conducted an evaluation as required by Executive Order 11988 Floodplain,in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management, to determine the potential affect that its activity in the floodplain and wetland will have on the human environment. The Pinehurst Water Line Repair Project is funded in part by an IdahoCommunity Development Block Grant. The project scope of work includes the replacement of 1,100 linear feet of 2-inch water main that will be replaced with 4-inch C-900 PVC pipe. A total of 4 gate valves and 4 flushing hydrants will also be installed. Additionally, 18 individual water services will be replaced with polyethylene service lines and meter boxes to allow future installation of meters and leak detection.The project will encompass .44 acres of 100-year floodplain. The proposed project is located in City of Pinehurst. Shoshone County has considered the following alternatives and mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial values: (a) Do nothing: make no repairs to the system. This alternative is not viable or practicable as there are residents and businesses that are without water in the Pinehurst Water District. (b) Relocate the affected water system outside of the flood plain: This alternative is not financially or realistically viable or practicable. (c) Continue with the current project plans and repair the Pinehurst Water District water mains and individual service lines as well as install the water meter boxes for future use. The City of Pinehurst participates in the National Flood Insurance Program (NFIP), which makes it possible for Pinehurst citizens to qualify for FEMA flood insurance. The Idaho Department of Water Resources (IDWR) floodplain manager coordinates the National Flood Insurance Program and reviews city ordinances created to deal with floodplain problems, and assists communities in adopting floodplain ordinances and qualifying them for the NFIP. The City of Pinehurst also follows Shoshone County's Hazard Mitigation Plan in the event of a flood and has a floodplain ordinance. Ordinance No. 201 is in place to mitigate the hazards to health, safety, and property within the city limits in case of a flood event. Violations of Ordinance No. 201 and other applicable federal and state regulations constitute as a misdemeanor. During construction the contractor will be required to comply with DEQ best management practices for storm water drainage. The project will maintain the natural and beneficial values inherent in the floodplain. Shoshone County has reevaluated the alternatives to building in the floodplain and has determined that it has no practicable alternative. Environmental files that document compliance with steps 3 through 6 of Executive Order 11988are available for public inspection, review and copying upon request at the times and location delineated in the last paragraph of this notice for receipt of comments. This activity must be located in the floodplain because no practical alternative is applicable. NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS May 27, 2017 Shoshone County [RE] 700 Bank St. Suite 120 Wallace, ID 83873 (208) 752-3331 On or about June 6, 2017, Shoshone County will submit a request to the Idaho Department of Commerce for the release of funds under Title I of the Housing and Community Development Act of 1974, as amended, to undertake a project known as the Pinehurst Water Line Repair Project, for the purpose of replacing 1,100 linear feet of 2-inch water main with 4-inch C-900 PVC. A total of 4 gate valves and 4 flushing hydrants will also be installed. Additionally, 18 individual water services will be replaced with polyethylene service lines and meter boxes to allow future installation of meters and leak detection. The estimated funding being received for this project from the Idaho Department of Commerce is $100,000. The project will occur within Pinehurst city limits and within city rights of way. The activity proposed is categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act requirements. An Environmental Review Record (ERR) that documents the environmental determinations for this project is on file at the Shoshone County Administrative Building, 700 Bank Street, Suite 120, Wallace, ID 83873, and may be examined or copied weekdays from 8 A.M. to 5 P.M. and at the Pinehurst Water District office, 508 South Division Street, Pinehurst, ID 83850 Monday through Thursday, from 8 A.M. to 4 P.M., and Friday from 8 A.M. to 3:30 P.M. RELEASE OF FUNDS Shoshone County certifies to the Idaho Department of Commerce that Mike Fitzgerald, in his capacity as Chairman of the Shoshone County Board of Commissioners, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. Idaho Department of Commerce approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows Shoshone County to use Program funds. OBJECTIONS TO RELEASE OF FUNDS The Idaho Department of Commerce will accept objections to its release of funds and Shoshone County' s certification for a period of fifteen (15) days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) The certification was not executed by the Certifying Officer of the City/County; (b) The City/County has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) The grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by the Idaho Department of Commerce; or, (d) Another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.
