Early Notice and Public Review of a Proposed Activity in a 100-Year Floodplain and Wetlands This is to give notice that City of Mullan is conducting an evaluation as required by Executive Order 11988 Floodplain and 11990 Wetlands, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management, to determine the potential affect that its activity in the floodplain and wetlands will have on the human environment. The Wastewater Collection System Upgrades Project is funded in part by an Idaho Community Development Block Grant. The project scope of work includes the repair and replacement of key problem areas in the City of Mullan's original wastewater collection system over a 1-2 year period, will include upgrades of about 14,580 feet of mainline sewers, replacement or rehabilitation of 103 manholes. Mullan has approximately 40 acres of FEMA mapped 100-year floodplain in its City Limits. Of that, the project's construction limits overlap approximately 2 acres of floodplain (the amount involved in the project). The majority of the Mullan sewer improvement project is located on City streets and will not impact wetlands; however, the project is near wetlands in two locations. Overlap with wetlands occurs where the City's sewer system crosses the South Fork Coeur d'Alene River at 5th St. / River St. and near the River St. / I-90 onramp, based on the U.S. Fish & Wildlife Service National Wetlands Inventory. The estimated area of impact is 0.2 acres. The purpose for this notice is to involve the affected and interested public in the decision-making process.
