The monthly rates assessed to properties shall be set by the City Council through the passage of a resolution by law. A disconnected or unoccupied property may still be assessed a fee as established by resolution of the City Council. 1-4-2: DELINQUENCIES: A. Lien: If said fees shall remain delinquent and unpaid for any prior period, upon written request for the amount of said delinquency to the City Clerk by the Shoshone County Tax Collector, the City Clerk shall certify the delinquency to the Tax Collector of Shoshone County, and said delinquency shall, by the Tax Collector, be placed upon the tax roll and collected in the same manner and subject to the same penalties as other City delinquencies. B. Administrative fee: If the City Clerk is required to certify any delinquent fees and penalties; whether tap fees, or construction, repair and maintenance fees established by city ordinances, to the Tax Collector of Shoshone County, then and in that event in addition to the delinquency and penalty thereon, the City of Smelterville shall charge the delinquent owner an administrative fee to be established by resolution of the City Council, which shall include the amount charged by the County Treasurer for this service. 1-4-3 REPEAL OF CONFLICTING ORDINANCES: All ordinances or parts of ordinances of the City of Smelterville which conflict with the provisions of this ordinance are hereby repealed to the extent of such conflict. 1-4-4 SEVERABILITY: This ordinance is hereby declared to be severable. Should any portion of this ordinance be declared invalid by a court of competent jurisdiction, the remaining provisions shall continue in full force and effect and shall be read to carry out the purpose(s) of the ordinance before the declaration of partial invalidity. 1-4-5 EFFECTIVE DATE: This ordinance shall be effective upon passage and publication as provided by law. LEGAL NOTICE FOR ST. JOE RANGER DISTRICT November 22, 2019 Submitted by Tracy Gravelle, St. Joe Trails Program Manager The St. Joe Ranger District is interested in your comments on upcoming grant applications to the State of Idaho Department of Parks and Recreation. The St. Joe Ranger District is applying for grants to pay for general log out of motorized trails, maintenance and heavy trail restoration work in the North Fork of the St. Joe River drainage (Nelson Ridge Trail 186), in Fly Creek and Simmons Creek in the upper St. Joe (Fly Creek Trail 629, Simmons Ridge Trail 78 & Stateline Trail 738) and in the Little North Fork of the Clearwater (Trails 50 and 108). The District is applying for funds for both motorized and non-motorized trails. All of the proposed trails are in need of brushing, clearing fallen logs, drainage repair, drainage structures, tread work and sign replacement to alleviate trail hazards. The St. Joe Ranger District has been very successful at getting these funds; one of the latest examples of our trail work can be seen on Malin Ridge Trail 197 (leaving from the St. Joe River at MM62) which had a full restoration this past summer.
