Final Notice and Public Explanation of a Proposed Activity in a 100-Year Floodplain This is to give notice that the City of Wallace has conducted an evaluation as required by Executive Order 11988 Floodplain, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management, to determine the potential affect that its activity in the floodplain and wetland will have on the human environment. The City of Wallace Swimming Pool Renovation Project is funded in part by an Idaho Community Development Block Grant. The project scope of work includes replacement of the entire pool floor and a 4-foot-wide section of the pool wall, new circulation piping and sealing, replacement of a small recycling tank, and painting of the entire pool floor and walls. The proposed project also includes the replacement of gutter drains and recycling pipes and will encompass approximately 0.12 acres of floodplain. The proposed project is located in the City of Wallace, Idaho. The City of Wallace has considered the following alternatives and mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial values: (a) Total pool replacement. (b) Replace the floor and drainage system. (c) Take no action and leave the pool in a state of disrepair. (d) A Flood Plain 8-Step Review was conducted and determined that the project will not aggravate any current hazards that are naturally inherent in a 100- and 500-year flood plain nor disrupt flood plain values. (e) The City will continually monitor the construction repairs to make sure that mitigating measures are implemented. The City of Wallace has reevaluated the alternatives to building in the floodplain and has determined that it has no practicable alternative. Environmental files that document compliance with steps 3 through 6 of Executive Order 11988 are available for public inspection, review and copying upon request at the times and location delineated in the last paragraph of this notice for receipt of comments. This activity must be located in the floodplain because no practical alternative is applicable.
