NOTICE OF ELECTION Public Notice is hereby given according to law and Resolution No. 2022-01 of the Board of Commissioners of the Clarkia Better Roads Highway District, Shoshone County, Idaho ("the District"), that an election for an increase in the tax levy of the District will be held on Tuesday, May 19, 2022, by mail-out ballot, on the question of whether the Board of Commissioners of the District shall be authorized and empowered to temporarily increase the District's tax levy to the amount of $91,994.30, per year, for a period of two (2) years, beginning in tax year 2022, for the purpose of providing sufficient funds for the District's operations, and for construction and maintenance of its roads and bridges. Said election shall be conducted in accordance with Idaho Code §34-1401 et seq. All registered voters residing in the Clarkia Better Roads Highway District were mailed a ballot for the highway district levy on April 25, 2022. Kingston The following information is required by Idaho Code § 34-913, as amended: The Project to be financed, in whole or in part, by the sale of the proposed sewer revenue bonds in the aggregate principal amount of not to exceed $6,200,000, is the acquisition, construction and installation of real property and certain additions and betterments to the District's sewer system, including the treatment and land application systems. The date of the District's special election is May 17, 2022. The total existing bonded indebtedness of the District, including accrued interest, is $583,860. The interest rate anticipated on the proposed sewer revenue bonds, based upon available funding options, is 3.50% per annum. The total amount to be repaid over a term of forty years, principal and interest, based on the anticipated interest rate, is estimated to be $11,613,165.95, consisting of $6,200,000 in principal and $5,413,165.95 in interest. The bonds are revenue bonds, and no property tax will be levied to repay the bonds. Only those persons who at the time of the special election are registered, qualified electors shall be able to vote in the election. The Kootenai and Shoshone County Clerks shall be the registrar(s) for the special election and shall conduct voter registration pursuant to Idaho Code § 34-1402. If, at the election, a majority of the qualified electors of the District vote in favor of the issuance of the bonds for the purposes set forth in Resolution No. 2022-01, the sewer revenue bonds of the District will be issued for said purposes. The bonds will mature over a period of not to exceed forty (40) years, and will bear interest at a rate or rates to be prescribed by the resolution authorizing the issuance of the Bonds. The principal of and interest on the Bonds will be payable solely from the revenue derived from the rates and charges for the use of, and services rendered by the sewer system of the District, as more particularly set forth in a resolution or resolutions to be hereafter passed and adopted by the Board of Directors.
