NOTICE OF 30-DAY PUBLIC COMMENT PERIOD REGARDING A REDESIGNATION REQUEST AND MAINTENANCE PLAN FOR THE WEST SILVER VALLEY PM2.5 NONATTAINMENT AREA. PROPOSED ACTION: The Idaho Department of Environmental Quality (DEQ) is proposing to submit a redesignation request and maintenance plan to the US Environmental Protection Agency (EPA) for the West Silver Valley PM2.5 nonattainment area (NAA). The intent of the submittal is to document that air quality in the West Silver Valley NAA has attained the annual particulate matter 2.5 (PM2.5) National Ambient Air Quality Standard (NAAQS) and outline how the area will maintain compliance with the annual PM2.5 NAAQS for the next 10 years. In 2015, the EPA designated the West Silver Valley area as nonattainment for the 2012 annual PM2.5 NAAQS. PM2.5 is airborne particulate matter less than or equal to 2.5 micrometers in aerodynamic diameter. Since that time, the West Silver Valley NAA has attained the annual PM2.5 NAAQS and in December 2018, EPA finalized a clean data determination for the WSV NAA. However, in accordance with the Clean Air Act, the area remains designated as nonattainment until Idaho submits a SIP that meets the Clean Air Act requirements for redesignation to attainment. DEQ is now seeking redesignation to attainment for the NAA. As required in the Clean Air Act, DEQ is also submitting a 10 year maintenance plan documenting how the area will maintain compliance for the next 10 years.
